Month End Report
September 2011

 
 
Impaired Driving
Police received several calls of a vehicle being driven on the wooden Quayside Boardwalk. The witness reported that the vehicle, a 2000 Audi, was being driven erratically and the female passenger was hanging out the window and screaming. Police located and stopped the vehicle on Quayside Dr. The driver failed a roadside screening device and was arrested for impaired driving. The male was transported to the station and provided breath samples over twice the legal limit. Charges of Impaired and Dangerous driving have been recommended against a 29 year old Vancouver resident.
 
Woman with a Knife/ Assault Police
Police responded to multiple 911 calls reporting a female in the hall of an apartment building in possession of knives. The building manager also called to report that the female was at his door threatening to kill him regarding an eviction notice and was stabbing at his door. Police located the 56 year old female in the hallway, holding a large butcher knife in each hand. The suspect ignored commands to drop the knives. Taser deployment had no effect and the suspect announced to the police that they would have to shoot her to stop her. The suspect was then shot with a rubber bullet at which time she threw one of the knives at a police officer. A second rubber bullet caused her to drop the second knife at which time she was taken into custody.
 
Recovered Stolen Boat Motor
New Westminster Police dispatch received a call from the Richmond RCMP. They had a tug boat Captain on the line who was watching a possible stolen boat. NWPS Marine Unit members located the boat which was recovered along with a stolen motor from a separate New West investigation. A 16 year old female was arrested for possession of stolen property. 
 
Theft from Auto
Police responded to a theft of/from auto in progress at an auto dealer on E.Columbia St. Police were on scene almost immediately and observed a suspect flee southbound through the blackberry bushes towards the river. A police dog tracked the suspect through the blackberry bushes into the flats by the river and after about 15 minutes he located the suspect. The suspect was arrested and further investigation revealed the male is a U.S. National with a warrant for fraud and probation violations by the U.S. Marshall Service. The Canadian Border Services Agency was contacted and advised the male was illegally in Canada.
 
 

Operational Support Unit (OSU)

The OSU members continued to perform high-visibility mobile and foot patrols, street checks, and nuisance by-law enforcement throughout the city, with particular attention to the uptown areas, and 22nd Street Skytrain Station.
 
At the beginning of September, OSU members performed patrols of the school zones throughout the city and maintained a significant presence around NWSS during the lunch hour in an effort to deal with the student’s consuming liquor and drugs. Numerous liquor, drug and weapon seizures were made.
The OSU members continued to review all Theft from Auto files as part of a strategy to ensure any patterns or possible suspects may be quickly identified and apprehended.
 
The OSU members continued to assist the local Probation Office by performing curfew/address checks on their clients and other clients residing in New Westminster. Numerous checks were performed throughout the month.
 

Traffic Unit

The Traffic Unit, along with OSU and the patrol watches, targeted the school zones during the first week of the month and maintained a focus throughout the month.
 
The ICBC Road Safety messages for the month of September were distracted driving and seatbelt use. Traffic and patrol members were encouraged to participate in the campaign and enforce any violations.
Numerous residents in the west end of the city reported their concerns and frustrations with the amount of congested traffic that accumulates everyday on 20th Street and subsequently pushes traffic off the major route onto the side streets and into the bus lanes. In addition, with the recent opening of a new school on 8th Ave, traffic and patrol members were encouraged to dedicate some time patrolling the area and enforcing traffic violations. Of note, the CNW Engineering Dept is currently conducting an analysis of traffic flows/issues in the area as the majority of the concerns are related to engineering rather than enforcement.
 
The Traffic Unit conducted its monthly Multi-Agency Commercial Vehicle Inspection Road Check at the end of the month.
